Specific Category Requirements

Investment Category

Direct Investment: The applicant has made a direct investment in China, with a stable investment situation and good tax payment records for three consecutive years. For example, an investment of at least USD 500,000 in industries encouraged by the Chinese government as specified in the Catalogue for the Guidance of Foreign Investment.

High Investment: The applicant has invested in China with an actual paid-in registered capital of at least USD 2 million.

Employment Category

Senior Position: The applicant has held a senior position (e.g., Deputy General Manager, Deputy Factory Manager) or a position with a title of Deputy Senior Professional (e.g., Associate Professor, Deputy Researcher) or above, and has worked continuously for four years with a cumulative residence of at least three years in China and good tax payment records.

High-Level Positions in Key Areas: The applicant holds a senior position in research institutions or other units recognized by relevant national departments or provincial governments, and has worked continuously for four years.

High-Income Employment: The applicant has worked in China for four consecutive years, residing in China for at least six months each year, with an annual salary income of at least six times the average annual salary of employees in the local area, and an annual personal income tax payment of at least 20% of the annual salary income.

Special Talent Category

Outstanding Contribution: The applicant has made significant and outstanding contributions to China or is urgently needed by the country (e.g., Nobel Prize winners).

High-Level Talent: The applicant is recommended by relevant national departments, provincial governments, or key development zone management departments as a high-level foreign talent.

Foreign Expert in Special Areas: The applicant meets the criteria for high-level foreign talent in specific areas, such as those recognized in the "Dual Innovation" zones in Shanghai.

Foreign Chinese with Advanced Degrees: The applicant is a foreign Chinese with a doctoral degree or has worked in China for at least three years with a master's degree or above, and resides in China for at least six months each year.

Family Reunification Category

Spouse of Chinese Citizen or Permanent Resident: The applicant is the spouse of a Chinese citizen or a foreigner with permanent residence in China, has been married for at least five years, has resided in China continuously for five years, and resides in China for at least nine months each year, with stable living support and accommodation.

Unmarried Minor Children: The applicant is an unmarried child under 18 years old, joining their parents in China.

Elderly Relatives: The applicant is a foreigner aged 60 or above, with no direct relatives abroad, joining direct relatives in China, has resided in China continuously for five years, and resides in China for at least nine months each year, with stable living support and accommodation.

Marriage to Chinese Citizen: The applicant is married to a Chinese citizen for at least five years and has resided in China continuously for five years.

Other Categories

Foreign Students: The applicant is a foreign student in China who meets one of the following criteria: has studied in China for at least four years with continuous study for three years; holds a bachelor's degree or above recognized by the Chinese Ministry of Education; holds a master's degree or above recognized by the Chinese Ministry of Education and has worked in China for at least three years; or holds a doctoral degree or above recognized by the Chinese Ministry of Education and has worked in China for at least two years.

投资类

在中国直接投资，连续3年投资情况稳定且纳税记录良好，实际缴付的注册资本金符合相关规定。例如，在国家颁布的《外商投资产业指导目录》鼓励类产业投资合计50万美元以上。

在中国投资，且实际交付的注册资金合计在200万美元以上。

任职类

在中国担任副总经理、副厂长等职务以上或者具有副教授、副研究员等副高级职称以上以及享受同等待遇，已连续任职满4年、4年内在中国居留累计不少于3年且纳税记录良好。

在国务院相关部门或上海市政府所属的科研机构等单位担任高级职务，且连续任职满4年。

在中国境内工作的外国人，连续工作满4年、每年实际居住不少于6个月，工资性年收入不低于上一年度所在地区城镇在岗职工平均工资的六倍，年缴纳个人所得税不低于工资性年收入标准的20%。

特殊人才类

对中国有重大、突出贡献以及国家特别需要的。例如，诺贝尔经济学奖获得者罗伯特·蒙代尔。

经国家有关主管部门、省级人民政府或国家重点发展区域管理部门推荐的外籍高层次人才。

符合上海“双自”区外籍高层次人才认定标准的外籍人士。

在中国境内工作的外籍华人，具有博士研究生学历或在国家重点发展区域连续工作满4年、每年实际居住不少于6个月。

家庭团聚类

中国公民或者在中国获得永久居留资格的外国人的配偶，婚姻关系存续满5年、已在中国连续居留满5年、每年在中国居留不少于9个月且有稳定生活保障和住所。

未满18周岁未婚子女投靠父母的。

在境外无直系亲属，投靠境内直系亲属，且年满60周岁、已在中国连续居留满5年、每年在中国居留不少于9个月并有稳定生活保障和住所的。

与中国公民结婚满5年，并在中国连续居留满5年的外籍人士。

其他

在中国留学的外国人，具有以下条件之一：在中国留学时间满4年，且连续学习时间满3年；在中国留学期间，获得中国教育部认可的学士及以上学位；在中国留学期间，获得中国教育部认可的硕士及以上学位，并在国内工作满3年；在中国留学期间，获得中国教育部认可的博士及以上学位，并在国内工作满2年。

Submit the application to the Exit and Entry Administration department of the public security organ at the main place of investment or long-term residence.

The Exit and Entry Administration department of the public security organ will review the application documents.

Collect the Green Card

After the review is passed, the applicant will receive a notice to collect the "Permanent Residence Identity Card for Foreigners."
